The Executive Director of the SCTRCA is an exempt executive management position. The individual hired to serve in this capacity is hired by the SCTRCA Board of Directors (the “Board”) and serves at the pleasure of the Board. Responsible for developing and implementing guidelines and procedures relating to the SCTRCA, with Board approval, for the certification of firms as small, veteran, minority, disabled, and woman owned business enterprises in accordance with the established SCTRCA Policies & Procedures. Responsible for the administration of the certification of the SCTRCA local certification program in accordance with the Business Enterprises Certification Program Policies & Procedures Manual and Texas law. Responsible for the administration of the Disadvantaged Business Enterprise (DBE) and Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) certification program in accordance with Federal Regulations 49 CFR Parts 26 and 23, as amended from time to time, and related federal statutes and guidelines.
