The South Central Texas Regional Certification Agency Historical Data:
a.. In September 1998, an interlocal Cooperation Agreement was entered into between the member entities, creating the South Central Texas Regional Certification Agency (SCTRCA) for the purpose of "jointly providing certification and other related services to the Disadvantaged Business Enterprise, Minority and/or Woman-owned Business Enterprise (D/M/WBE) programs of the participants."
b.. The SCTRCA was formally incorporated in September 1998, to provide the function of a more efficient certification process.
c.. The Interlocal Cooperation Act, provides in Section 791.011 of the Texas Government Code, that local governments and other qualified entities, may contract with or agree with one or more local governments to provide functions and services which each entity provides; and whereas it would improve the efficiency and effectiveness and would be in the best interest of the participants of the agreement. |
