The South Central Texas Regional Certification Agency (SCTRCA) is a non-profit corporation that represents several public entities in the South Texas area. These entities are committed to enhancing participation for disadvantaged, minority and woman owned businesses in public/government contracting and purchasing activities.


The SCTRCA is committed to ensuring that only firms meeting the eligibility criteria or 49 CFR Part 26 participate in contracting and procurement as a Disadvantaged Business Enterprise (DBE). A Small Business Enterprise, Minority Business Enterprise (MBE) and Woman Business Enterprise (WBE) are certified in accordance to SCTRCA Standards. Effective November 11, 2011 Minority and Woman Business Enterprises certified by the SCTRCA will be granted Historically Underutilized Business (HUB) reciprocal certification with the Comptroller of Public Accounts.

The SCTRCA hours of operation are Monday – Friday 8:00 a.m. – 5:00 p.m. and closed from 12:00 p.m. – 1:00 p.m. for lunch. Effective May 23, 2013 the SCTRCA will be closed on Thursday’s from 2:00 p.m. – 5:00 p.m. for Staff Development.
